It is a source of pleasure for me that the central platform for decision makers in the electronic invoicing sector, the European EXPP Summit, is being held this year in the Bavarian capital of Munich.

The expert group that I chair provides voluntary advice to the EU Commission in support of its scrutiny of administrative burdens placed on companies as a result of European law. The Commission targets the realization by 2012 of 1.4 percent additional growth through the reduction of unnecessary red tape for the twenty million companies operating in the EU. That translates into 150 thousand million euros every year. The group has already submitted over 250 proposals for simplifications that together allow a saving of some 41 thousand million euros. The Commission has already accepted and passed resolutions based on proposed measures with a volume of more than 25 thousand million euros.

One central proposal concerns electronic invoicing and its role in enabling account to be taken of the technical development and growing use of electronic media in business transactions. If electronic invoicing were accepted in the same way that paper invoices are by the Inland Revenue when levying value-added tax, companies could save around 18 thousand million euros during invoicing of the approximately 40 thousand million bills sent out every year in Europe. The resolution based on this massive proposal is now waiting to be passed by the member states.

Ich freue mich, dass die zentrale Plattform für Entscheidungsträger im Bereich der elektronischen Rechnungsstellung, der European EXPP Summit, dieses Jahr in der bayerischen Landeshauptstadt stattfindet.

Die von mir geleitete Expertengruppe zum Bürokratieabbau berät die EU-Kommission ehrenamtlich bei der Überprüfung bürokratischer Belastungen für Unternehmen aufgrund europäischen Rechts. Ziel der Kommission ist es, durch Entlastung der zwanzig Millionen Unternehmen in der EU von überflüssiger Bürokratie bis 2012 ein zusätzliches Wachstum von 1,4 Prozent zu mobilisieren. Das entspricht 150 Mrd. Euro jährlich. Die Gruppe hat bereits über 250 Vereinfachungsvorschläge mit einem Einsparvolumen von rund 41 Milliarden Euro gemacht. Die Kommission hat davon Maßnahmen im Umfang von mehr als 25 Milliarden Euro bereits übernommen und beschlossen.

Ein zentraler Vorschlag betrifft die elektronische Rechnung, damit der technischen Entwicklung und der zunehmenden Verbreitung der elektronischen Medien im Geschäftsverkehr Rechnung getragen wird. Wenn die elektronische Rechnung bei der Erhebung der Mehrwertsteuer vom Finanzamt genauso wie eine Rechnung in Papierform anerkannt würde, könnten die Betriebe beim Ausstellen der rund 40 Mrd. Rechnungen im Jahr europaweit 18 Mrd. Euro einsparen. Dieser wuchtige Vorschlag muss jetzt noch von den Mitgliedstaaten angenommen werden.
